Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.

Serves as a managing attorney within the Regulations Division (AGC-200), responsible for overseeing an extensive and diverse array of regulations matters.

Duties

Conducts supervisory-level legal review of notices of proposed rulemaking, final rules, agency guidance, policy statements, reports to Congress, technical assistance on draft legislation, and legal interpretations of agency regulations.

Provides training and insight on administrative law and FAA regulations governing airman training and certification, medical certification, airmen designees, drug and alcohol testing programs, and certification of pilot schools, training centers, and aviation maintenance technician schools.

Represents the agency and the Chief Counsel in meetings, public hearings, and before administrative forum and the courts. Provides support as needed on regulatory matters impacting international obligations and cooperation. Drafts legal opinions and interpretations on relevant statutes and agency rules for use within the agency and by members of the public. Briefs senior leadership on emerging legal issues related to regulation law matters.

Managerial duties include but is not limited to: assigning work; reviewing the work-product of other attorneys; exercising quality control, providing technical legal guidance and training to staff attorneys; monitoring and evaluating performance; initiating disciplinary action; ensuring staff are trained and developed; and making authoritative recommendations to higher level managers for other substantive personnel actions (such as selections and promotions). Duties further include: developing and executing plans; setting priorities and performance metrics; approving leave; taking, recommending or approving corrective/disciplinary actions; as appropriate; defining and organizing staff and work so as to accomplish objectives and meet performance measures; and identifying and evaluating opportunities for operational efficiencies and/or cost savings.

Defines, plans, and organizes or assists in defining, planning, and organizing assigned budget, staff, and other resources to accomplish objectives. Requests additional resources if needed. Identifies opportunities for cost savings and operational efficiencies for the organization directed. Implements policy decisions of higher-level officials.

Applies an expert knowledge of the work of the organization. Often personally, deals with the most complex legal matters within the organization directed. Is actively involved in both long-term and immediate operations of the organization, assisting and guiding subordinates as needed. Shares responsibility with higher-level managers for developing and executing plans, policies, procedures, and programs.

Responsible for ensuring branch workload is entered, maintained, and current in the Case and Document Management System (CDMS) system. Recommends changes and modifications as needed to enhance efficiency. Monitors and reviews CDMS data and reports to ensure that office performance metrics and overall agency business plan objectives are being met.

Contacts are primarily with peers, higher-level managers in AGC, and high-level regional, center, and headquarters managers to discuss the status of programs and projects and to develop plans for the future.

Individual/organizational performance is reviewed periodically by higher-level managers. Completed work is subject to broad review for the attainment of organizational objectives.

Qualifications

Applicant's must demonstrate in your application that you possess at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the FV-J/K or GS-14/15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

The specialized experience for this position is defined as:

  • Experience providing legal counsel and advice on administrative law matters; and
  • Experience mentoring and training entry-level to mid-level attorneys; providing leadership and authoritative legal expertise in the review of policy documents, plans, programs, policies, or projects; and providing advice and counsel to executives, senior managers, or senior policymakers in a legal or professional environment.
