This position serves as a Middle Manager providing supervision to subordinate employees and manages the activities of a Flight Standards organization.

The incumbent will report to the applicable Senior Manager and will execute the Agency¿s aviation safety mission, while communicating and building change coalitions; seeking out opportunities to involve their teams in supporting change across the organization and employing best practices for sponsoring change and managing resistance.
The position manages the work of a large, multi-level organization through subordinate employees. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization.
Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA.
Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to subordinates. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for an organization. Ensures effective managerial work and work quality across all organizations, while maintaining team and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front-line office goals and objectives.
Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the organization and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and innovation. Delegates work and empower subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensure subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.
Makes effective resourcing decisions across several work teams; making certain they deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Holds others accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational team. Manages budget and reallocates resources among organizational projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.
Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Holds subordinates accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness.
