As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
Position ensures effective & efficient execution of the quality program by leading/managing Quality Control personnel of the Program Quality Control Plan.
Duties
Implement and direct aviation quality procedures in order to create a safe and efficient operating environment. Ensure aircraft maintenance functions are in compliance with 14 CFR Part 135 Air Operator, 14 CFR 121 Air Certification Certificate, and 14 CFR Part 145 Repair Station certificate or performs to 14 CFR 121 Air Certification equivalent to industry operation of similar size, scope, and complexity.
Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning, communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of subordinate employees; coaching and developing employees capabilities; approving leave; taking or approving corrective disciplinary actions as appropriate; recognizing talent and using teamwork effectively to achieve business results.
This position has full authority to make airworthiness determinations, therefore must possess current and valid Federal Aviation Administration (FAA) Airframe and Powerplant (A&P) certificate, in accordance with 14 CFR Parts (65.83, 121, 135, 145). Applies available resources and identifies resource needs to maintain the aircraft maintenance programs. Responsible for the development and currency of customer and agency aircraft inspection and maintenance programs. Ensures that projects are completed on schedule following established procedures and schedules. Allocates resources if erroneous decisions, recommendations, or failure to achieve results cause delays in program schedules.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for the Quality Control Team. Manages the organizations budget and reallocates resources among programs or requests additional resources to meet overall requirements. Performs critical aspects of the budget planning processes for the Quality Control Team, including projecting both short/long-term needs.
Participates in planning efforts and applies advanced knowledge of the aircraft maintenance industry, regulatory changes and agency goals to project short/long-term needs. Leads and integrates team initiatives for Quality Control Team and Flight Program Operations corporate plan. Applies understanding of the principles of management and strategic planning. Able to integrate the work of the organizational program to accomplish mission objectives.
Applies advanced knowledge of 14 CFR standards (65.83, 121, 135, 145) for industry operation of similar size, scope, and complexity. The Quality Assurance and Quality Control approaches, methods, management, and responsibilities, acquisition process/practices, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of Flight Program Operations, ATO/FAA. Directs and inspects for conformance, any work performed by technicians to determine and ensure airworthiness. Ensures compliance of fleet aircraft and maintaining of tracking systems (CAMP, FlightDocs, etc.), ensuring all scheduled and unscheduled items are completed in a timely manner.
Contacts are primarily internal and on occasion, external with subordinates, peers, and higher level managers to discuss the status and results of Quality Control Teams programs and forecast expectations and outcomes for the out years. Works directly with operating entities to ensure inspections, statistical process analyses, and audits are conducted on a continuing basis as specified to enforce requirements and meet specifications.
Work is typically governed by established policies, procedures and organizational objectives that frequently leave room for discretion. Provides guidance to employees for preventing and resolving all but unique problems without the intervention of higher level management and skillfully communicates and works with others.
