The Site Lead supports the Program Manager in overseeing contractor personnel and managing site-specific operations in support of government objectives. This role serves as a key liaison between the Contractor and Government at the assigned site, ensuring all work is performed in accordance with contractual requirements, policies, and performance standards.
The Site Lead provides leadership, guidance, and oversight to contractor personnel to ensure the quality, accuracy, and timeliness of work meet or exceed government expectations. This position also plays a critical role in workload management, schedule oversight, case prioritization, and the training and professional development of analysts supporting the mission.
In the absence of the Program Manager, the Site Lead assumes full responsibility for site operations, serving as the primary point of contact for the Contracting Officer and Contracting Officer’s Representative (COR).
Responsibilities
- Assist the Program Manager in supervising contractor personnel and ensuring effective team performance at the assigned site.
- Oversee and manage personnel schedules, ensuring appropriate coverage, resource allocation, and alignment with mission requirements.
- Manage site-specific workload and scheduling, ensuring timely completion of all assigned tasks and deliverables.
- Serve as a designated liaison between the Contractor and Government, maintaining clear and consistent communication.
- Provide guidance, oversight, and quality assurance to ensure all work products meet or exceed government standards.
- Ensure contractor personnel adhere to all government policies, procedures, and guidelines.
- Assign and prioritize casework based on mission requirements and established priorities.
- Monitor workload levels and notify the COR of staffing or workload gaps, including the need for additional casework or cross-site support.
- Compile and provide statistical data and reports to the Government and Contractor as required.
- Share subject matter expertise, providing both formal training sessions and informal coaching during casework.
- Perform administrative functions as required, ensuring such duties do not exceed 10 of the workday without COR approval.
- Support program continuity and leadership coverage by assuming full site management responsibilities in the absence of the Program Manager.
Qualifications
- Minimum of five (5) years of experience conducting investigations, including social media exploitation, open-source intelligence (OSINT), research, targeting, and analysis.
- Advanced knowledge of immigration and criminal justice laws, regulations, and policies.
- Demonstrated ability to lead, supervise, and develop personnel, including training, mentoring, and managing workload with competing priorities and deadlines.
- Strong organizational, analytical, and communication skills, with the ability to interact effectively with government stakeholders.
- Must have experience developing and managing a 7/24/365 work schedule.
