Role Introduction
Report To: Cargo Service Development Manager
As part of our dedicated Cargo Service Delivery team, you will be to oversee the policies and standards for handling special cargo products across our global network.
You will be responsible for directing and developing policies and standards for the handling of special cargo products in the network. Design and develop service features for new cargo products driven by Cargo Commercial along with continuous improvement initiatives. Provide support to cargo operations worldwide for procedure, processes and system pertaining to special cargo.

Key Responsibilities
- Identify business requirements and collaborate with the customer solution team to develop cargo operational policies and procedures.
- Review customer needs, cargo spanet demand, industry regulations (e.g., IATA), and overall port handling performance, including irregularities, to identify gaps and refine handling processes and procedures to ensure smooth operations and compliance.
- Propose system enhancements to maintain, improve, and refine special cargo handling in order to achieve customer-centric solutions for both external and internal customers, ensuring service satisfaction and operational optimization.
- Draft, maintain, and update internal documentation related to special cargo handling, including email notices, cargo service notices, and the cargo services manual.
- Support network stations in managing special cargo operations by addressing local constraints and formulating corrective actions.
- Participate in both external and internal audits to maintain IATA CEIV certifications and preferred carrier status, ensuring adherence to company operational and safety requirements.
- Represent the airline in industry groups to influence guidelines for special cargo shipping.
- Liaise with other departments for safety risk assessments, issue resolution, and service development.
- Act as deputy for the Cargo Service Development Manager or Specialist when needed
Requirements
- University degree holder or equivalent is preferred
- Minimum of 5 years’ experience in air cargo operations with 3 years’ supervisory experience is an advantage
- Sound in cargo services, airline cargo end-to-end operations knowledge, including acceptance processes, cargo load, and weight and balance trimming
- Qualified or familiar with IATA special cargo regulations (Live Animals, Temperature Cargo, Perishable Cargo, Dangerous Goods / Battery Shipping) and IATA Audit requirements (Quality and Risk Management) would be an advantage.
- Independent, detail-oriented, self-motivated and possess ability to lead and motivate cross-functional teams as well as able to work under pressure and tight deadlines.
- Strong business acumen with analytical, planning, and problem-solving skills.
- Possesses strong communication and interpersonal skills, capable of interacting with individuals from various cultural backgrounds at all levels
- Willing to travel overseas
- Excellent command of both spoken and written English. Fluent Cantonese and Putonghua is an advantage.
- Proficiency in MS Office applications (Word, Excel and PowerPoint).
