Chief Inspector - ME

The Chief Inspector (CI) is responsible for reviewing and performing quality control of the record-keeping practices of aircraft operated by LFAS. The position is responsible for oversight and policy compliance issues that pertain to aircraft records and maintenance tracking. The CI maintains the program's maintenance tracking software for the accuracy of data as it pertains to aircraft maintenance compliance.

Responsible for updating, tracking, and maintaining program access to maintenance technical publications and documentation including but not limited to maintenance manuals, parts catalogs, service bulletins, and airworthiness directives. The CI will update and maintain maintenance department forms and manuals such as inspection forms and AAIP documentation used by LFAS.

Responsible for training aviation personnel in matters related to maintenance documentation.
The CI is committed to a Just and Accountable Culture. The CI is expected to conduct regular observation of the maintenance team for the purposes of assessment and mentoring.

This is a salaried position with some time working remotely, as assigned by the DA. After-hours call is required approx. 1/3 of the time. Weekly travel required. 
The successful candidate will have high flexibility and a strong work ethic understanding that position responsibilities may vary at times.

Responsibilities:

The Chief Inspector (CI) manages the maintenance quality assurance program for the LFAS air carrier certificate.

Organizational Relationship:

Reports to LFAS Director of Aviation. May stand in for DOM. See GOM Section 2.1.3.

Duties and Responsibilities

• Ensures compliance with applicable Federal Regulations (14 CFR Parts 135, 91, 43, and others as applicable) as well as LFAS policies and procedures.
• Ensures LFAS maintains the highest degree of safety in flight and maintenance operations.
• Coordinates with the Safety Committee to promote a positive safety culture and measure maintenance operations integration with company SMS.
  • Is a member of the Multi-Discipline Safety Team at LFoM/LFAS.
  • Works with DOM to implement and promote maintenance safety initiatives.
• Cooperates with the DA and DOM to maintain company policies that support compliance with FAA regulations, applicable industry standards, and the certificate Safety Management System (SMS).
• Develops and maintains an Internal Evaluation Program to audit and measure compliance with regulations and company maintenance procedures.
• Audits maintenance documentation and ensures compliance with established practices.
• Collects and provides audit-driven data to the LFAS leadership team for the development of aircraft maintenance policy and procedures and fleet planning.
• Acts as a point of contact for handling and storage of aircraft records.
• Coordinates with the DOM to monitor company maintenance records and forecasts to ensure that aircraft maintenance is scheduled in a timely manner.
• Ensures the maintenance technical manual library and all LFAS manuals are available and up to date in all company locations.
• Ensures proper documentation of parts and components installed and removed from aircraft.
  • Ensures compliance with company policy on tagging, identification, and part traceability.
  • Ensures compliance with company policy on storage and disposal of aircraft parts in accordance with the Will Not Carry Hazmat program.  
• Ensures and monitors compliance with the company tool calibration and shelf-life programs.
• Ensures AMT training, including safety equipment, AMT initial training, recurrent training, and maintenance record training.
• Ensures maintenance personnel are trained and proficient in the use of 135ACM for recording and tracking maintenance.
• Ensures and measures compliance with LFAS AAIP procedures.
• Ensures compliance with hazardous materials shipping and storage requirements.
• Ensures compliance with the Fuel Vendor program.
• Maintains the list of Approved Maintenance Vendors.
• Oversees all major aircraft inspections and major aircraft appliance replacements.
• Complete FAA Form 337 under 14 CFR Part 65.91, 65.95, when required.
• Conducts INDOC training as necessary for technicians and pilots. 
• Fills the role of Maintenance Supervisor with DOM and Maintenance Mgr.
• Fills in for the Director of Maintenance (DOM) when needed, as directed by the Director of Aviation (DA).

Authority

The CI may delegate functions to other personnel but retains responsibility for the execution of those functions.

The CI has the authority to issue a ferry permit per OpSpec D084.

• The CI must be highly knowledgeable of the Aircraft Manufacturer’s Maintenance Manuals, inspection and maintenance specifications, applicable Federal Aviation Regulations, and applicable portions of the General Operations Manual.
• Properly certificated as an Airframe and Powerplant Mechanic in accordance with 14 CFR Part 65.81, 65.85, 65.87.
• Must have Inspection Authorization as per 14 CFR Part 65.91, 65.95, or be willing to obtain it within an agreed-upon time no longer than 90 days. Will maintain Inspection Authorization.
• Although not applicable to 14 CFR 135 operations, The CI will be Qualified per 14 CFR part 119.67(d).

Skills and abilities:

• Certificated as an A&P/IA.
• Ability to build and maintain positive relationships with team members.
• Ability to apply regulatory and technical information to various situations.  
• Ability to analyze and troubleshoot technical/inspection issues; provide guidance and resolution to problems and issues with the aircraft.
• Computer skills necessary to manage the Maintenance tracking program.
• Shall obtain/Maintain Inspection Authorization credential.
• Is a Self-Starter, and possesses the ability to teach others. 

Education and/or experience:

• Five years as an Airframe and Power plant mechanic.
• Two years of experience in an EMS helicopter program.
• Factory trained in one or more aircraft types assigned to the LFAS Air Carrier Certificate.
• Must obtain/maintain Inspection Authorization credentials.
• Previous experience in an aviation maintenance leadership or quality assurance position is preferred.
