Job Summary:

This position is responsible for coordinating the procurement activities and designing, building and executing a world class training program to grow the procurement activities within China operations. It also includes managing the relationship with supplier interface focusing on setting up local supply of product in China to support the manufacturing operations while meeting all the necessary compliance requirements.

Job Duties:

  • Collaborate with internal and external partners to design, develop, and implement a world-class training program
  • Identify industry-specific learning and development best practices and incorporate them into our programs as appropriate
  • Audit completed trainings to evaluate and measure effectiveness and continuously improve
  • Create and manage a system of standard work, job aids, and training presentations and videos
  • Lead activities such as coordinate purchase orders, requisitions, request for quotes, and other similar documents related to the purchasing of product for production parts from new/existing suppliers.
  • Coordinate internal actions between supplier and Cirrus and China operations.
  • Analyze and manage MRP schedules for parts and ensure timely part PO placements.
  • Coordinate transportation and logistics methods with input from the supplier and transportation department to ensure parts are identified correctly and delivered in a cost effective manner.
  • Manage part shortages and expedite as necessary from suppliers to ensure on-time delivery for production builds.
  • Communicate parts availability to China operations and Leadership as appropriate.
  • Monitor cost, schedule, technical specification and drawing release status of projects and lead corrective actions as required. Coordinate with supply base new component releases and design changes.
  • Support technical reviews with the supply base.
  • Disposition and communicate non-conforming part issues internally and externally providing support to the Cirrus quality team.
  • Coordinate and monitor incoming supplier shipment to ensure compliance to Cirrus requirements.
  • Create and maintain weekly purchasing metrics that measure supplier and department performance.
  • Other duties as assigned.

REQUIRED SKILLS & KNOWLEDGE:

  • BS/BA degree in Supply Chain/Operations, Business, Economics, Manufacturing, Industrial Engineering or related field
  • APICS CPIM certification (preferred)
  • Must be able to travel internationally
  • Able to speak multiple languages – Mandarin preferred
  • Understanding of aviation requirements for procuring production goods and services in China - preferred
  • Certified Professional in Training Management (CPTM) or Certified Professional in Learning and Performance (CPLP) credential - preferred
  • 3+ years of training experience, with at least 1 year of leadership or curriculum development
  • Competency in designing for multiple formats – print, web, mobile, animation, video, etc.
  • Ability to speak in front of large groups
  • 3+ years proven purchasing experience working closely engineers and with a demonstrated success in developing supplier partnerships.
  • Knowledge of MRP/ERP, Pull/Kan-ban, and Two-Bin inventory planning systems and Bill of Materials
  • Functional knowledge of engineering documentation, manufacturing process control, and technical data.
  • Experience in the delivery of complex program management, cross-functional business/capability development and change initiatives.
  • Effective negotiation, communication, decision making and problem solving skills.
  • Excellent MS Office skills (Excel, PowerPoint & Outlook) supported by matching verbal and written communication skills.
