Job Description

Key Accountabilities:

  • Under the managers direction, guide existing system life-cycle support of internal and external supplied solutions primarily used by radar systems with a focus on: Control and Monitoring, radar infrastructure, networks, and data processing.
  • Provide expert advice and support to surveillance team, stakeholders, and other business units related to the administration, development, deployment and testing of CMS, Networks, and Data Processing systems.
  • Work in partnership with the management, software architect, system engineers and governance groups in requirements management, analysis, design and life cycle support of radar and companion systems.
  • Create, review, management, and execution of test plans, suites, cases, and scripts related to radar sub-systems.
  • Create, analyze, review, and manage system requirements.
  • Provide leadership and technical expertise related to upgrading and installation of infrastructure to support systems of systems and sites.
  • Provide accurate and timely response to critical service and project requests.
  • Monitor evolving technologies and make recommendations for adoption.
  • Participation in key working groups related to CMS, User experience (UX), networking, infrastructure, software development, testing practices, methodologies, and policies.
  • Responsible for leading safety and cyber security related investigations.
  • Responsible for providing technical leadership to a team of technical professionals.

Job Requirements

Education:

  • Graduation from a recognized university with a degree in engineering with eligibility for certification as a Professional Engineer in Canada.

Experience:

  • Minimum 5 years of experience working in the technology space supporting safety or mission critical systems.
    • Asset: 5 years of work experience in system analysis, requirements, design, development, integration, test, development, and support of Air Traffic Control Surveillance systems or equivalent.
    • Asset: 2 years of work experience working with network hardware and solutions (CISCO hardware experience is an asset).
  • Experience in developing and support Control and Monitoring systems.
  • Experience working with radar data formats and protocols.
  • Experience in working in leading a multidisciplinary team of system development professionals with emphasis on analysis, detailed design, user experience (UX), unit & integration testing, implementation, and software configuration control.
  • Experience leading projects as a project manager and engineering lead.
  • Experience with maintenance, configuration, and setup of Operating Systems such as Linux and Windows.
  • Experience in leading SAFe daily stand-up, iteration, and PI planning.

Knowledge:

  • Thorough knowledge of modern system development life cycle processes, practices, and techniques, including Scaled Agile and DevOps
  • Knowledge of surveillance systems computer hardware and software
  • Strong knowledge of software and systems development, testing, certification, and deployment, in particular: Real-time data acquisition and processing, Graphics, network communications, file and device I/O, data storage and retrieval, multi-threading, using operating system application interfaces and libraries, modeling/UML, test driven development, automated testing, continuous integration and change / configuration management.
  • Strong knowledge of industry trends in software and systems technologies related to CMS, networking, and data transfer.
  • Strong knowledge of agile software development techniques, methodologies, and processes
  • Knowledge of contract / procurement processes in NAV CANADA
  • Knowledge surveillance operations, procedures, technology, and business function in context of the air navigation business
  • XML, SQL, Python, and shell scripting

  • Skill in the use of root cause analysis related to issues to software, systems, and process.
