The Opportunity

Williams International has an exciting opportunity for a Program Manager to join our team. The Program Manager will direct and coordinates functional departments of the company to meet the requirements of specific assigned programs. Independently performs contract administration duties and assists the Portfolio Program Manager in the Program Management of medium to major programs. Medium to major programs are defined as programs in production and development which are expected to lead to an Engineering/Manufacturing Development program, or extended technology programs. Factors which are considered in determining whether a program is small or medium to major include the program length, the customer (U.S. Government, domestic, or foreign), statement of work, contract terms and conditions, data items, interface requirements, Program Management involvement, and dollar value of work scope. Responsible for independently developing proposals and negotiating contracts for assigned programs. 

Additionally, the Program Manger will:

  • Independently prepares contract proposals that comply with company policies and procedures and reviews with Portfolio Program Manager and Senior Management and other functions as appropriate
  • Independently negotiates assigned medium-sized to major contracts, including terms and conditions. Provides recommendations to Portfolio Program Manager and Senior Management on negotiation objectives and proposed strategies
  • Prepares recommended budged distributions and negotiates functional budgets
  • May supervise the activities of less experienced Program Specialists in the day-to-day proposing, negotiating, authorizing, budgeting, and administering of company contracts. Acts as a project leader for a variety of complex assignments. Responsible for planning, scheduling, and assigning tasks to group members as project group leader or on an ad hoc basis
  • Prepares master program schedule and contract commitments for Management approval
  • Identifies and reports all major cost, schedule, and technical problems and variances to predetermined program objectives
  • Supports the Portfolio Program Manager in the execution of the program management responsibilities of providing overall direction, coordination, planning, and reporting of assigned tasks
  • Prepares amendment to corporate directives and supports negotiations of changes if program goals cannot be met
  • Reports cost status of Programs with recommendations for corrective action. Prepares cost status reports for submittal to customers
  • Ensures contract documents are maintained, including: annotating contracts; tracking, submittal, and filing/storage of data items; tracking contract funding and payments; and filing/storage of contract correspondence and cost and pricing data
  • Identifies thresholds that trigger variance reports
  • Identifies major subcontracts
  • Serves as focal point for internal and external communications for assigned program
  • Coordinates preparation of required customer reports for submittal
  • Supports the preparation and presentation of Program and Cost Performance Reviews, and status reviews with customers
  • Prepares program Monthly Reports to Executive Management as required
  • Prepares written communications to external customers
  • Assists the SVP Defense Programs in managing and controlling the sustaining budget for the Customer Support portion of production programs
  • Review functional department plans and schedules to ensure conformance with program requirements and integration of schedules. Participates in functional SAP reviews as necessary
  • Assists Portfolio Program Manager in assigning program priorities and resolving internal conflicts with respect to priorities, budget, schedules, and responsibilities
Job Requirements:

Qualifications

  • Bachelor's degree or equivalent with major in business administration or engineering supplemented with business course work
  • Work involves practical job knowledge and skill gained with 9 -15+ years of prior related work experience in contract administration, program management
  • Independent action is continually required in dealing with problems  
  • Program, project or US Government contract management experience will be very useful
  • Requires project management skills, demonstrated by PMP or WI Program Manager certification, including directing, guiding, planning, distributing tasks, communicating, coordinating and may lead a group of program administrators to achieve objectives
  • Air travel is required, with some long term (over 1 week) absences. Travel may be required on very short (less than 1 day) notice
  • U. S. Citizenship is required
  • Position requires the ability to obtain a U. S. Government Security Clearance, if needed. Candidates selected may be subject to a U. S.
