Job Description:
Modernization & Sustainment seeks an Associate Director of Engineering & Deport Services (EDS) in Indianapolis, Indiana. The Associate Director leads a dynamic and multidiscipline Engineering Services, Depot Services and Spares Production team across the EDS product area supporting Department of Defense customers. In this role, the individual will lead strategy development/vision within the Modernization & Sustainment framework, provide oversight for program capture and proposals and is ultimately responsible for execution/achievement of the EDS Operational Plan (AOP).

The successful candidate will provide vision to take a core set of depot and engineering capabilities with existing customers into new customer identification and engagement strategies to achieve significant growth targets for the EDS business. The candidate will lead planning and management of EDS Business Development & Capture including pipeline management, new business investment budgeting and proposal generation. The Director will also provide oversight to ensure adherence to program area capital/investment requirements, schedules, costs, milestones and technical performance, drive corrective action plans for technical and schedule issues. The EDS leader will be accountable to achieve all internal financial goals including growth pipeline, profit, supporting process improvement initiatives, and ensuring compliance to all applicable policies and procedures. The EDS Associate Director will work closely with customers across the Department of Defense to ensure programmatic concerns are addressed in a timely manner and foster a strong working relationship with the EDS PMs.

As required, the Director will lead/perform the following tasks:

  • Accountable for the program area (EDS) in its entirety including growth strategy, bookings growth, revenue, profitability, on-time delivery and technical performance
  • Responsible for the growth and development of the supervised Program Managers.
  • Chair internal Program Management Reviews (PMRs) and participate in PMRs/TIMs with the customer/subcontractors.
  • Develop relationships of trust and respect with internal and external stakeholders including but not limited to customers, chief engineers, and other internal functional leaders/program area leaders to ensure appropriate support to EDS programs
  • Drive establishment of new customers in similar and/or adjacent markets
  • Act as the face of the company to senior customers creating an open dialog with the customer and using this rapport enable new growth opportunities via customer relationship management
  • Prepare and/or review status/briefings for VP/O-6 or higher management via collaboration with others to organize briefings and technical meetings for internal and external representatives
  • Responsible and signature authority for proposals, Earned Value (EV) and Estimates at Complete (EAC) within EDS
  • Development of EDS Risks and Opportunities to M&S and review of program Risks and Opportunities
  • Elevate issues and risks to appropriate levels within the business, Chief Engineer, functional management and VP
  • Effectively delegate tasking to the functional team leads as required and coordinate customer communications with contracts and program leads as required
  • Understand the program area financial and performance status from top to bottom working closely with Financial lead
  • Develop customer, competitor, and market understanding across USG and industry customers
  • Conduct primary and secondary research to determine customer needs and generate business leads by building relationships and identifying and qualifying new opportunities
  • Oversee/develop/sustain multi-level and multi-dimensional customer contact plans
  • Use consultative selling techniques to better understand customer desires and work with solutions development teams to create customer-centric solutions
  • Analyze customer information and develop customer hot buttons, key performance parameters, and opportunity price-to-win
  • Leverage capabilities of multiple functions and customer access to create, identify, develop and qualify opportunities
  • Oversee and develop initial opportunity capture strategies and conduct a smooth transition of opportunity through Business Development to capture manager to Program Manager
  • Work closely with capture managers to provide customer knowledge and strategic support for capture and proposal process
  • Work closely with other program managers to provide customer knowledge and strategic support for executing programs
  • Position will require 25-50 domestic travel
Required
Job Requirements:
Qualifications/Skills:

  • Ten (10) or more years of relevant work experience.
  • Ten (10) or more years of successful Department of Defense (DoD) program management or Integrated Product Team (IPT) experience.
  • Ten (10) or more years of successful leadership experience successfully leading a cross functional team of diverse individuals and managing people
  • Bachelor's degree or Ten (10) years of additional work experience in lieu of degree.
  • Entrepreneurial minded individual with demonstrated experience growing and executing a successful business, program and/or leadership of teams.
  • Demonstrated innovative ‘out of the box' thinking to support business objectives.
  • Experience leading development teams and system requirements management.
  • Experience utilizing program management practices including scheduling, earned value management systems (EVMS), financial systems and program control, risk and opportunity (R&O) management.
  • Sound ethical values built upon trust, respect and ‘doing the right thing'.
  • Effective oral, written, listening and computer skills to develop and present narratives and briefings using Microsoft Office.
  • Strong analytical and problem-solving abilities.
  • Demonstrated ability to effectively work with and communicate with multiple levels of management and individual contributors on teams.
  • Experience with Microsoft Office suite of tools.
  • Must be a US Citizen with ability to obtain a DoD Secret level clearance.
