Position Summary

The Senior Analyst Operations & Regulatory Compliance supports the Manager Operations & Regulatory Compliance to provide expertise in regulatory affairs and oversight of Operations Specifications. This includes coordinating with the Federal Aviation Administration (FAA), Certificate Management Office (CMO), and foreign regulatory agencies, tracking inquiries and documentation, and serving as a liaison between regulatory bodies and internal stakeholders.

The role also entails leading interdepartmental information requests, investigating potential violations, supporting safety management system initiatives, facilitating approval of Operations Specifications and Third Country Operator (TCO) requirements, administering databases and portals, ensuring operational compliance, and participating in safety risk mitigation and change management. The Senior Analyst monitors and reports on the implementation of strategies, initiatives and best practices, as directed by the Manager and the Director of Operations. Additionally, the position involves developing documentation and supporting the implementation of new processes and procedures, along with other duties as assigned.

Essential Responsibilities

  • Collaborate closely with the Manager of Operations & Regulatory Compliance, providing regulatory acumen and spearheading oversight of regulatory affairs and Operations Specifications with precision and diligence
  • Support the Manager Operations & Regulatory Compliance in providing regulatory expertise and oversight of regulatory affairs and Operations Specifications
  • Orchestrate seamless coordination with the Federal Aviation Administration (FAA), Certificate Management Office (CMO), and other foreign regulatory agencies while fostering an open and transparent relationship with each
  • Diligently track and follow-up on inquiries and documentation from federal agencies and manufacturers, ensuring adherence to all applicable regulations and guidelines, and serve as a trusted liaison between regulatory bodies and internal stakeholders
  • Lead the coordination of interdepartmental FAA and regulatory information requests. Streamline and optimize procedures for maximal efficiency and accuracy
  • Assist the 119 Director of Operations and Regulatory Compliance Manager(s) in investigating potential violations under the Voluntary Disclosure Reporting Program (VDRP). Develop, track, and analyze comprehensive corrective action plans to drive continuous improvement
  • Provide support for the 14 CFR 5 Safety Management System (SMS) and associated change management process within Regulatory Compliance and external teams while ensuring smooth and effective transition through organizational change initiatives
  • Facilitates the approval of Operations Specifications and Third Country Operator (TCO) requirements with strict adherence to regulatory protocols
  • Administer the airline’s Operations Specifications database and WebOPPS FAA portal and ensure satisfactory surveillance and seamless integration of pertinent updates and directives
  • Ensures full operational compliance of SMS and active participation in safety risk mitigation, change management, and detailed root cause analysis to foster a safety-oriented operational culture
  • Develop documentation to support analysis and improvement including business requirements, functional specifications, process maps, gap/problem analysis, etc.
  • Support the development of training and/or change management materials and activities to support new processes and procedures
  • Other duties as assigned by the Manager Operations & Regulatory Compliance

Job Requirements:

  • Bachelor’s Degree OR demonstrated capability to perform job responsibilities with a combination of a High School Diploma/GED and at least four (4) years of previous related work experience
  • Three (3) years of experience in Operations or Regulatory experience within Aviation
  • Working knowledge of programs such as FAA/Regulatory Compliance, Operations Specifications, Certificate Actions, Domestic and International Flight Operations, ETOPS (Extended Operations) etc.
  • Experience with management and analysis of aviation data
  • Excellent oral and written communication skills
  • Knowledge of Microsoft Office programs (Outlook, Word, Excel, Access, PowerPoint)
  • Able to follow safety guidelines
  • Able to perform under pressure and within fixed time constraints
  • Available for occasional overnight travel (20%)
  • Must pass a ten (10) year background check and pre-employment drug test
  • Must be legally eligible to work in the country in which the position is located
  • Authorization to work in the US is required. This position is not eligible for visa sponsorship

Preferred Experience and Qualifications

  • Bachelor’s Degree in Aviation Management, Business or relevant field
  • Experience in Aviation Quality Database/visualization tool (AQD, Vistair SafetyNet, Tableau) or similar database programs
  • Working knowledge of 14 CFR Part 5 and Safety Management System (SMS) principles and applications
  • Working knowledge of regulations and standards governing commercial aviation (International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA), National Transportation Safety Board (NTSB), International Air Transport Association Operational Safety Audit (IOSA)) and those governing aviation safety, security, environmental, and employee health and safety

  • Regular attendance and punctuality
  • Potential need to work flexible hours and be available to respond on short-notice
  • Able to maintain a professional appearance
  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

  • Identify safety and/or security concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including JetBlue’s confidential reporting systems [Aviation Safety Action Program (ASAP) or Safety Action Report (SAR)]
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
  • Uphold JetBlue’s safety performance metric goals and understand how they relate to their duties and responsibilities
