This position serves as a Program Analyst in the Office of Airports (ARP), Safety and Standards (AAS), Airports Safety and Operations Division (AAS-300); and is responsible for managing various technical and administrative functions related to ARP’s internal and external Safety Management System (SMS) programs.

Duties

Serves as a subject matter expert in use of Safety Management Systems (SMS) and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Provides technical advice and guidance to internal and external stakeholders on Part 139 SMS requirements; and provides assistance with the implementation and execution of these requirements, along with supporting and collaborating with other Lines of Businesses/Staff Offices (LOBs/SOs) regarding FAA and International Civil Aviation Organization (ICAO) SMS efforts. Represents ARP senior management, in their absence, on FAA internal SMS boards and panels; and provides assistance in creating briefings and background analysis for ARP participation on the Administrator SMS Executive Council.

Applies experience and expert knowledge of management analysis techniques to perform a wide range of complex analytical functions related to planning, management, and evaluation for ARP programs. Reviews and analyzes complex operational analyses; coordinates and authors reports to Congress; conducts business planning and goal development related to SMS; and is assigned highly visible and controversial ad hoc projects, as required.

Provides leadership and direction to staff and teams conducting complex and controversial studies, which analyses result in recommendations to improve organizational processes, structures, policies and regulations. Conducts management inquires and/or analytical analysis throughout ARP; advises ARP senior management and agency officials on issues that directly influence policy and operational decisions affecting national and international safety programs managed and directed by ARP. Reviews, selects and analyzes data from airport safety databases to determine safety trends and root causes of accidents and incidents.

Performs analytical-related duties, including developing and/or evaluating complex national programs, policies and management processes; reviews, analyzes and reports national program data by determining and developing baseline performance measures and comparing performance with the baseline. Collects and analyzes data, derives conclusions and makes recommendations based on those conclusions; prepares reports, graphs and charts and provides status updates, while identifying areas requiring further analysis.

Gathers, validates and inputs technical data in preparation of monthly Business Plan targets, airport safety reports and dashboards; and responds to airport safety issues raised by members of Congress, the National Transportation Safety Board, Office of the inspector General and the Government Accountability Office. Serves as a sponsor for airport safety research projects assigned to the FAA Technical Center; accepts and reviews research reports. Works with employees and leadership at all organizational levels.

Contacts are internal and external to the organization. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues.

Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Broad policies and objectives provide general guidance for addressing issues, but often require the development of new approaches.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

  • PCS is only being offered to those moving to the HQ region in Washington, DC. PCS is not an entitlement.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience utilizing safety management systems (SMS) to analyze and report data.

AND;

Experience conducting and supporting Part 139 airport inspections.
