The Procurement Specialist is responsible for independently managing the full lifecycle of procurement activities supporting medical evaluation services for the FAA ATCS Contract. This professional-level role oversees more than 400 annual purchase orders for physicians, psychologists, and affiliated clinical providers. The position exercises discretion and judgment in interpreting federal acquisition regulations (FAR), company procurement policies, and FAA program requirements to ensure timely, compliant, and audit-ready procurement operations.
Responsibilities
- Strategic Procurement & Vendor Management:
- Develop, recommend, and implement procurement strategies that support organizational and contract objectives.
- Lead the end-to-end 1099 procurement management process, including vendor sourcing, evaluation, selection, and onboarding.
- Provide guidance and subject matter expertise to PMs during 1099 vendor negotiations to secure favorable pricing, terms, and service levels.
- Analyze vendor performance metrics and take corrective action when quality, delivery, or cost standards are not met.
- Build and maintain strong vendor relationships and ensure adherence to contractual and regulatory obligations.
- Procurement Operations & Purchase Order Management:
- Exercise independent judgment in reviewing, approving, and managing over 400 annual purchase orders for clinical evaluators supporting FAA medical assessments.
- Interpret FAR, agency-specific procurement requirements, and internal workflows to execute compliant procurement transactions.
- Evaluate requisitions for completeness, funding availability, cost reasonableness, and alignment with contract requirements.
- Oversee the full PO lifecycle—from requisition through closeout—ensuring timely service delivery and resolving escalated exceptions.
- Utilize DELTEK and Costpoint systems to initiate, validate, and finalize high-volume procurement documentation.
- Review and validate accounts payable coding for 1099-related payments.
- Compliance, Analysis & Documentation:
- Ensure all procurement actions comply with FAR/DFARS, FAA program requirements, and internal company procurement standards.
- Prepare audit-ready documentation, reports, purchasing logs, and compliance packages for internal and external audits.
- Analyze historical spending, provider utilization, and recurring procurement needs to support annual budget forecasting.
- Develop and present weekly and monthly procurement status reports for program leadership and government stakeholders.
- Maintain accurate and complete procurement records, invoices, and receipts.
Qualifications
- BB degree in business, accounting, finance, or related field; Masters preferred.
- 3-5 years procurement and or contracts management of 1099 consultants utilizing DELTEK, Costpoint and .xls systems to initiate and complete purchase orders.
- Understanding of basic accounting, financial systems, processes and requirements.
- Ability to analyze pricing structures and support cost-saving strategies.
- Excellent communication skills for effective collaboration with internal teams and external partners. Demonstrated experience managing high-volume PO environments (200+ annually).
- Working knowledge of FAR, government procurement standards, and service-based purchasing.
Proficiency with procurement systems (e.g. Deltek Costpoint, SAP, or similar). - Strong analytical, organizational, and documentation skills.
- Excellent communication skills for interfacing with clinical providers and government stakeholders.
