This position is located within the Office of Airports Safety and Standards (AAS), Airports Engineering Division (AAS-100), Airports Data and Airspace Branch (AAS-120). Serves as a national expert on airport data and airspace standards as they relate to airport infrastructure; and provides analytical advice and guidance to the FAA, DOT, and aviation industry stakeholders regarding new airport data and airspace policy related to National Airspace System (NAS) improvement initiatives.
Duties
Serves as a recognized Subject Matter Expert (SME) within the agency; and is called upon to provide leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a technical expert to develop new and innovative methodologies, techniques, and policies, or as a senior project manager or team leader for large, challenging work activities.
As a technical lead, coordinates with other SMEs in the agency’s Lines of Business/Staff Offices (LOBs/SOs), such as Flight Standards Services (AFS), Air Traffic Services (AJT), and Aeronautical Information Services (AJV), on data/risk analyses for long term projects regarding limiting risk to aircraft in flight within the National Airspace System (NAS).
Applies experience and expert technical knowledge of airport data and airspace policy, procedures, processes and workflows to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Directs new policy for emerging entrants in response to new aircraft types, enhanced performance characteristics, advanced technologies and/or fundamental changes in airspace protection.
Serves as the primary authority to evaluate operational effect of aircraft procedures on runway and taxiway separation standards. Provides technical assistance to stakeholders internal/external to the agency, including international committees and the International Civil Aviation Organization (ICAO).
Utilizes business knowledge of airport data and airspace practices to interpret and coordinate proposed changes to airport data collection policy, approach and departure procedures and their effects on civil airports, airport design, instrument procedures and operations at airports.
Provides expert advice and guidance to executives, senior management, and staff regarding evaluation of project “end-state effects” to avoid adverse consequences due to changes in the Terminal Instrument Procedures (TERPS) processes; FAA Order 7400.2N, FAA order 5010.4, and AC 150/5300-19 data collections policies and processes; geospatial data standards; and airport land surveying methods, policies and data collections processes as identified within AC 150/5300-16, 17 and 18.
Collaborates with others to resolve a wide variety of highly complex and controversial problems and issues of national scope, which often cross-organizational boundaries and impact on the accomplishment of FAAs strategic objectives. Primary issues are often related to the implementation of airport design standards and policies for FAA Headquarters, regional, district, and field organizations, other modes of the U.S. Department of Transportation, other government agencies, individual airport operators, airport industry associations, and national, state or local individuals or organizations.
Reviews complex and controversial proposals as part of the Airport Obstructions Standards Committee (AOSC) to ensure consistency with applicable legal and policy requirements, technical validity, compliance with laws, regulations and policies, and national quality control. Leads and collaborates with ICAO Annex 14 Aerodrome Design work groups to ensure ICAO standards are compatible with the United States 150 series advisory.
Serves as a contracting officer’s representative (COR); manages the financial budget; reviews and approves invoices; and creates and submits procurement requests for contractual assistance involving airspace and airport safety and efficiency analysis. Negotiates with other LOBs/SOs to obtain financial support for contractual assistance for airspace analysis beneficial to the Air Traffic Organization and the Office of Aviation Safety. Acquires and allocates resources to accomplish work activities within established schedules.
