Job Description:

is responsible for the geographic program within the geographical area and for the performance of inspections and surveillance (to include certification and other assignments as requested by the supervisor) on air carriers/air operators operating under Title 14 of the Code of Federal Regulations (14 CFR).

Duties

The Principal Inspector (Maintenance) of a Large Complex Repair Station functions as the primary airworthiness interface between assigned air agencies, airmen designees and the Federal Aviation Administration. He serves as a full time Principal Inspector to a Part 145 Repair Station that conducts work on large transport category aircraft operated by Air Carriers and Commercial Air Operators. Performs the full range of certification, surveillance, investigation, certificate management and inspection duties for the repair station assigned with other duties as assigned. Has program responsibility to assure that assigned organizations meet Federal Aviation Regulations with respect to maintenance and alteration programs. Determines the need for, and then establishes work programs for surveillance and inspection of assigned organizations within manpower and budget limitations to assure adherence to the applicable regulations. Approves privileges and limitations for the assigned organizations.

Qualifications

Applicants must meet the minimum eligibility requirements for an Aviation Safety Inspector in the 1825 series as outlined in the OPM qualification standards.

General Requirements for All Positions:

1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;

2. Valid State driver's license;

3. Fluency in the English language;

4. No chemical dependencies or drug abuse that could interfere with job performance; and

5. High school diploma or equivalent.

Aviation Safety Inspector positions have job-related medical requirements. When applicable, applicants must meet job-related medical requirements which will be assessed and validated during the pre-employment process.

Aviation Safety Inspector

Medical Requirements: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:

  1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

Maintenance

Applicants for Aviation Safety Inspector, Air Carrier Maintenance positions must meet all of the following requirements.

1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness.

2. Maintenance experience with aircraft 12,500 pounds or more maximum certificated takeoff weight.

3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency.

4. Aircraft maintenance work experience within the last 3 years.

5. FAA Mechanic Certificate with airframe and power plant ratings

In addition to meeting the minimum requirements, applicants for the FG-13 level must have one year (52 weeks) of specialized experience equivalent to the next lower grade level in the normal line of progression (GS/FG-12 or Pay Band H). Specialized experience may include:

*Reviews and determines the adequacy of manuals for compliance with CFRs.

*Monitors all phases of maintenance on behalf of the principal inspector to include facilities, equipment, programs and records.

*Evaluates operations and facilities throughout the geographical area by periodic on-site inspections and the review of inspectors reports.

*Responsible for the conduct of enforcement investigations and preparation of final reports and recommendations on disposition.

(Recency of specialized experience is waived for current FAA employees in the 1825 series, if applicable.)
